You can use it as bait even though it seems like none of the fish will eat it. Go to Matataki Village, then go to the fishing spot that doesn't have the waterfall (It's the one called "peanut pond"). Go fishing and put the carrot on for bait, and cast it into e70 the water. There's only one fish that will go for it called the Umadakara, a brown, strange looking fish. The points range from as low as 60 Fp all the way up to 300 Fp, but the high pointers are very rare.
