After you speak with Raiden in the nexus after you get your evil taint back you will be told to go to outworld. When you do the next thing the game will want is you to go to Kano who will put you in a small town. While in that town search each house before you talk to Li Mei and in one of the houses you will see Li Mei just standing around try to talk to her and the game will give you krypt key PD which unlocks Li Mei.
