It's the central place to buy and sell things in the wasteland. You can sell extra goodies you have here and get caps. If you go to the FLC in The Hub Downtown, you can get a loan there for up to 1000 caps. Actually, at first you can only borrow 200 caps. He wants you to show that you can repay small stuff first. But you can borrow 200, pay it straight back to him, and he will let you borrow more. Repeat until you can borrow the maximum of 1000. Of course, you only have 10 days to repay him...
